A legal parcel is one that (1) was created with the approval of the County, or (2) did not require County approval at the time it was created. Other parcels are considered "illegal," and you may not be allowed to develop the property until this problem is resolved. The County is authorized to file a Notice of Violation with the County Recorder's Office, which will show up on any future title reports. You can apply to have the parcel legalized, and the County will do everything possible to help you to solve this problem, particularly if you are doing your best to comply with the law.
